I had someone ask me if the Shimmer Tan would go Ok over a spray tan base?? Or is it better to have the spray tan,a base,then the shimmer tan?

My understanding of a base tan is the "first tan".
Whether it is sprayed, solarium or sunlight is not important.
There are many different ways to obtain a great tan, it does depend on a lot of factors.
If you have light/fair skin, use a base tan, then a top coat tan & finish with a final coat/finishing tan.
If you already have dark/olive skin then you may not need a base tan.
And lastly, if you have very dark skin then only one coat of Body Shimmer maybe all you need.
But, remember this can vary quite a lot from person to person.

Answer to your second Q. it up to each person.
